In 1991, the U.S. Geological Survey (USGS) began a study of more than 50 major river basins across the Nation as part of the National Water-Quality Assessment (NAWQA) project of the National Water-Quality Program. One of the major goals of the NAWQA project is to determine how water-quality conditions change over time. To support that goal, long-term consistent and comparable monitoring has been conducted on streams and rivers throughout the Nation. Outside of the NAWQA project, the USGS also has collected long-term water-quality data to support additional assessments of changing water-quality conditions. The High Resolution National Hydrography Dataset Plus (NHDPlus HR) is an integrated set of geospatial data layers, including the National Hydrography Dataset (NHD), National Watershed Boundary Dataset (WBD), and 3D Elevation Program Digital Elevation Model (3DEP DEM). The NHDPlus HR combines the NHD, 3DEP DEMs, and WBD to a data suite that includes the NHD stream network with linear referencing functionality, the WBD hydrologic units, elevation-derived catchment areas for each stream segment, "value added attributes" (VAAs), and other features that enhance hydrologic data analysis and routing.

This dataset utilized available water-quality data from the Mississippi Department of Environmental Quality and streamflow from the U.S. Geological Survey to estimate total nitrogen and total phosphorus loads and changes in loads from water years 2008 through 2018. Nutrient loads and changes in loads were estimated at 22 state ambient water-quality network sites, and were estimated using LOADEST regression models, Beale-Ratio Estimator, or WRTDS (Weighted Regression on Time, Discharge, and Season).
