Nations must work together to minimize the risk of global warming. A worldwide energy efficiency campaign - led and coordinated by an International Energy Efficiency Agency (IEEA) - could be a critical component in such an effort. The IEEA could: I) strengthen energy efficiency efforts in industrialized countries; 2) help to build capability for implementing energy efficiency improvements in developing and East European countries; 3) provide capital for large-scale energy efficiency investments in developing and East European nations. Appropriate activities for the IEEA include information dissemination; joint R& D programrues; demonstration of technologies as well as policy instruments; training or supporting national...
One vital means of raising energy efficiency is to introduce district heating in industry. The aim of this paper is to study factors which promote and inhibit district heating collaborations between industries and utilities. The human factors involved showed to affect district heating collaborations more than anything else does. Particularly risk, imperfect and asymmetric information, credibility and trust, inertia and values are adequate variables when explaining the establishment or failure of industry-energy utility collaborations, while heterogeneity, access to capital and hidden costs appear to be of lower importance. A key conclusion from this study is that in an industry-energy utility collaboration, it is...
The combustion of perennial grass biomass to generate electricity may be a promising renewable energy option. Switchgrass (Panicum virgatum) grown as a biofuel has the potential to provide a cash crop for farmers and quality nesting cover for grassland birds. In southwestern Wisconsin (near lat. 42 degrees 52', long. 90 degrees 08'), we investigated the impact of an August harvest of switchgrass for bioenergy on community composition and abundance of Wisconsin grassland bird species of management concern. Harvesting the switchgrass in August resulted in changes in vegetation structure and bird species composition the following nesting season. In harvested transects, residual vegetation was shorter and the litter...

This paper empirically examines the dynamic causal relationships between carbon dioxide emissions, energy consumption, economic growth, trade openness and urbanization for the panel of newly industrialized countries (NIC) using the time series data for the period 1971–2007. Using four different panel unit root tests it is found that all panel variables are integrated of order 1. From the Johansen Fisher panel cointegration test it is found that there is a cointegration vector among the variables. The Granger causality test results support that there is no evidence of long-run causal relationship, but there is unidirectional short-run causal relationship from economic growth and trade openness to carbon dioxide emissions,...
Published arbitral awards relating to the international oil and gas exploration and production industry address a wide range of substantive legal issues that reflect the industry’s nature and specificities. For example, the awards contain rulings on the responsibility of a State for the conduct of its national oil company, the project management obligations of joint venturers in an exploration and production project, and the impact for an international oil company of changes to the host State’s fiscal regime. This article summarizes and classifies the key substantive rulings in all awards published since 1998 that relate to the international exploration and production industry, serving as an update of Doak Bishop’s...
