The ETPBR LCC Steering Committee (SC) consisted of 20-30 representatives from state, federal, tribal, and NGO entities. In December 2012, the LCC Steering Committee began drafting a strategic plan to provide a foundation and structure to carry out the mission and vision of the LCC and its partners. The SC met twice a year from 2012 to 2016 in various locations around the Midwest. Staff worked with the committee and project investigators to compile information for a set of descriptive flyers, posters, presentations, and annual updates.

This raster, created in 2010, is output from the Geophysical Institute Permafrost Lab (GIPL) model and represents simulated mean annual ground temperature (MAGT) in Celsius, averaged across a decade, at the base of active layer or at the base of the seasonally frozen soil column. The file name specifies the decade the raster represents. For example, a file named MAGT_1980_1989.tif represents the decade spanning 1980-1989. Cell values represent simulated mean annual ground temperature (degree C) at the base of the active layer (for areas with permafrost) or at the base of the soil column that is seasonally frozen (for areas without permafrost). If the value of the cell is negative, the area has permafrost and the...

The Arctic Coastal Plain (ACP) of Alaska is an important region for millions of migrating and nesting shorebirds. However, this region is threatened by climate change and increased human development (e.g., oil and gas production) that have the potential to greatly impact shorebird populations and breeding habitat in the near future. Because historic data on shorebird distributions in the ACP are very coarse and incomplete, we sought to develop detailed, contemporary distribution maps so that the potential impacts of climate-mediated changes and development could be ascertained. To do this, we developed and mapped habitat suitability indices for eight species of shorebirds (Black-bellied Plover [Pluvialis squatarola],...

The Caribbean Landscape Conservation Cooperative (CLCC) recently completed the CLCC Science Strategy: Mission Alignment to outline shared conservation values among CLCC partner entities. After meeting this important benchmark, Steering Committee (SC) members and outside reviewers suggested that the CLCC adopt a structured approach for integrating shared values and providing greater context and guidance for Science Strategy planning and implementation. This report summarizes the early design and development phases of a Structured Decision Making (SDM) approach applied during a June 2015 SC face-to-face meeting (hereafter referred to as the “CLCC SDM Workshop”) and outlines the next steps in the process.SDM is a formal,...

Grassland birds have declined more rapidly than any other group of land birds in North America in the last 50 years with populations of Spragues Pipit, Chestnut-collared and Thick-billed Longspur, and Bairds Sparrow having declined 65-94% during this period. This cross-programmatic collaborative project will expand on a growing network of Motus automated receivers (stations) to provide the first fine-scale quantitative assessment of the migratory period for regional priority grassland songbirds which will inform key knowledge gaps about migration routes and stopover locations. Data collected via Motus automated telemetry tracking will allow the FWS and partners to inform full-life cycle models to reveal limiting...

This report communicates survey results to the Pacific Flyway Representative for incorporation into harvest management reports and regulatory processes. This memorandum also is shared widely with partners outside the USFWS. The major products are a memo, automatically generated from an R Quarto document, and 19 comma delimited table files, one for each management index and table in the memo.

In the Prairie Pothole Region (PPR) wetland plant, invertebrate, and waterbird productivity are primarily driven by water-level dynamics in response to climate cycles. Large proportions of wetlands in the PPR have been drained, often consolidating water from smaller to larger-interconnected wetlands. This project will examine whether large basins that receive inflow from consolidation drainage have reduced water-level dynamics in response to climate cycles than those in undrained landscapes, resulting in relatively stable wetlands that have lower densities of invertebrate forage for ducks and shorebirds. We will also include a sample of wetland historically used by piping plovers to assess the threat of consolidation...

The Northeast Regional Conservation Framework Workshop, held in June 2011, provided an opportunity to step back and synthesize the results of many projects that have been completed or are underway through the Northeast Association of Fish and Wildlife Agencies Regional Conservation Needs (RCN) program and Landscape Conservation Cooperatives (LCCs). The workshop also helped partners determine how these projects might fit into a common regional conservation framework and identify the greatest needs for future work. By fostering information sharing and discussions among regional conservation experts, the workshop sought to clarify the “big picture” of conservation, illuminate how existing efforts complement each other,...

This project highlights the potential for LCCs to facilitate collaboration among conservation practitioners and research scientists to plan for the future. A team of UMass scientists is developing a landscape change, assessment and design model to assess ecosystems and their capacity to sustain populations of wildlife in the northeastern U.S. in the face of urban growth, climate change, and other stressors. The project plays a major role in developing the science and data for two collaborative landscape planning and design efforts: 1) the pilot Landscape Conservation Design for the Connecticut River Watershed, and 2) Nature’s Network, which expands and elaborates on the data to extend to throughout New England and...

Systematic conservation planning is well suited to address the many large-scale biodiversity conservation challenges facing the Appalachian region. However, broad, well-connected landscapes will be required to sustain many of the natural resources important to this area into the future. If these landscapes are to be resilient to impending change, it will likely require an orchestrated and collaborative effort reaching across jurisdictional and political boundaries. The first step in realizing this vision is prioritizing discrete places and actions that hold the greatest promise for the protection of biodiversity. Five conservation design elements covering many critical ecological processes and patterns across the...

This project will result in development of an information management and delivery system to coordinate science communication platforms and to build a catalog inside of the USGS ScienceBase data and information management platform. The tasks maximize use of available products and services developed and tested by data experts working together through LCC's, Climate Science Centers, and the National Climate Change and Wildlife Science Center. In working with USGS Fort Collins (FORT) to complete the tasks, the Desert LCC will be responsible for providing input on specifications, data entry and maintenance of records in Science Base to populate the tools that comprise the information management and delivery system, and...

Conversion of grassland restored under the Conservation Reserve Program (CRP) back into croplands is occurring at a rapid rate at CRP contracts expire. A fee-market approach may be necessary to incentivize preservation of these restored grassland by assessing value to ecosystems services such as carbon sequestration.

The potential ecological and economic effects of climate change for tropical islands were studied using output from 12 statistically downscaled general circulation models (GCMs) taking Puerto Rico as a test case. Two model selection/model averaging strategies were used: the average of all available GCMs and the average of the models that are able to reproduce the observed large-scale dynamics that control precipitation over the Caribbean. Five island-wide and multidecadal averages of daily precipitation and temperature wereestimated by way of a climatology-informed interpolation of the site-specific downscaled climate model output. Annual cooling degree-days (CDD) were calculated as a proxy index for air-conditioning...

With support from the North Atlantic LCC and Hurricane Sandy Disaster Mitigation funds the North Atlantic Aquatic Connectivity Collaborative (www.streamcontinuity.org) has developed a regional crossing assessment protocol and database, scoring systems for aquatic organism passage, and hydraulic risk of failure assessments based on future storm discharge levels. The existing NAACC protocol was developed primarily for freshwater streams and the suite of organisms that occur in these systems. There is strong interest among conservation practitioners to have a method to assess tidally influenced crossings for their potential as barriers to aquatic organism passage. Protocols designed for freshwater streams will not...

Describing the social network that links the interconnected partners is the first step to leverage the network’s capacity to be greater than the sum of its parts. The Northwest Boreal Landscape Conservation Cooperative partners and a social network scientist are applying social network theory to create a system of nodes and edges of a Conservation Social Network. Dr. Patrick Bixler from Texas A&M University is working with partners to quantify the connections and flow of information. A short series of surveys that began in 2015 will measure the baseline dynamics of partner communication and establish a place from which to set benchmarks and future goals. The idea is to better leverage partner expertise and facilitate...
